What does "n games over .500" mean in baseball?

ESPN just said that at 21-8 the Dodgers were "8 games over .500" since without Manny Ramirez. On first umption umed it meant that if they had lost 8 of those games instead of winning them they would have been .500, but that would make them 13-16 which is clearly not .500.
