Should i sharpen my eyeliner?

my eyeliner .. is like a dull retractable kind from almay .. it comes with a sharpener but whenever i sharpen it it comes up way better on my top lide but very unoticable on my bottom lid and for when it's dull it comes a little dull on the top but relle gud on the bottom .. lol i noe it's a stupid question but still thanks for your answerslol
